The City of Imperial Beach is advancing a planned set of improvements for the Palm Avenue Master Plan project, a significant initiative aimed at enhancing the safety, accessibility and vibrancy along Palm Avenue between Georgia Street and Rainbow Drive. This project will transform the corridor by providing lighting, landscaping, art and improving conditions for walking, biking, driving and public transit along this section of Palm Avenue. The intent of the project is to create a more welcoming and dynamic access route for residents, businesses, and visitors.
The City is in the early stages of designing the project, 30% design plans have been completed and the CEQA IS/MND environmental document has been adopted by the City. These efforts have and will continue to include proactive communications with property owners, businesses, residents, and other key stakeholders adjacent to the Palm Avenue Master Plan project area to discuss any questions or topics of interest related to the project. Design is expected to be completed in 2027, with construction to be scheduled at a later date.

About this Project
The Palm Avenue Master Plan project will provide welcoming, safe and diverse travel choices on Palm Avenue between Georgia Street and Rainbow Drive, including providing lighting, landscaping and art, as well as improving conditions for walking, biking, driving and public transit. This project is being designed to bring many benefits to the community, including:
- Upgraded sidewalks to be a minimum width of ten feet and accessible for people with disabilities where possible.
- Streetscape and hardscape improvements.
- Enhanced gateway sign, artwork, green spaces and economic development.
- Improved access to essential destinations, including schools, parks, healthcare facilities, financial services, shopping and dining.
- A one-way protected bikeway (class 4) on each side of Palm Avenue that is physically separated from vehicle traffic.
- Bikeway connections to the Regional Bayshore Bikeway, West Palm Avenue existing bike lanes, the 9th Street Enhancement Project and the Border to Bayshore Bikeway Project on 13th Street.
- Stormwater drainage improvements.
- New traffic signal at the Palm Avenue and 10th Street intersection.
The design and construction phases of the project are funded by a state Active Transportation Program grant.

On September 2, 2026, Council adopted the project’s CEQA Initial Study/Mitigated Negative Declaration (IS/MND) and Mitigation Monitoring and Reporting Program (MMRP). Download using the link below.
The City has completed 30% design plans (link below) and is getting ready to move forward to the next stage. Construction document preparation including: plans, specifications and cost estimates, will begin in 2027. The project will go through a 60%, 90%, and 100% design stage throughout the year. Different public input opportunities will be scheduled as design progresses.
